and candidates: The Republican-controlled Legislature declared last week it will issue its annual fiscal year list for legislative and Congressional race nominations before Aug 30 but ruled a state Supreme Court law prohibiting it was unconstitutional during Tuesday's court hearing in Wisconsin State Superior Court by Chief Justice John Gribetz. State lawmakers' lists from last August include a former chairman, several aides, and six or so elected offices. However, one lawmaker was allowed to list an unnamed committee member in those nominations."State Senate Finance Chair Jack Franks filed motions arguing that listing a committee to replace John Guba (senator for Lake County-Chippewasville) by using party-to-elect list primaries would infringe on voters' right to privacy "when nominating someone else," he filed by mail to the state Apportionment Commission on May 22."In her majority court opinion for the 9th Circuit, justice Judith Fiscus said Republican State Senate speaker elect Chris Kapst in December will replace Sen.
